ÉLAN RDC aims to act as a facilitator rather than a direct deliverer of assistance to the private sector in line with an approach called ‘Making markets work for the poor’ or M4P. To do this ÉLAN RDC works with key players in market systems to align incentives and build capacities to perform in new or modified ways that support more inclusive growth. ÉLAN RDC seeks to serve as a catalyst for change indirectly stimulating others in the system to increase the revenues of low-income individuals in the DRC. 

ÉLAN RDC has been developed with and is funded by the UK Government as part of its private sector development strategy in the Democratic Republic of Congo (DRC). The UK Government sees developing the private sector as an essential means to economic development, job creation and poverty reduction.
